It's actually fun to go for the Film Festival but you need to reserve 6 months in advance and be prepared for crowds. Going to see the films is awesome though. You could always stay in Nice or the very romantic St. Paul de Vence and drive down to Cannes.

cannes is a beautifull town in south of france so temperatures during all the year are sweet.
every year there is the cannes festival so don t come during this periode because you ll never have an hotel during this time dates of the festival this year is 05/14/08 05/25/08.

If you don't mind the crowd, go in summer, that's when the weather is at it's best, otherwise I would say September because all the tourists are gone but it's still nice and warm.
