Late May, beginning of June. The day are long, the prices are a little big cheaper and there are less chances of rain.
The parks (yes, there are parks in Paris) have flowers, people are more outside.

IMHO never. Paris is a dirty city and the Parisians are rude. Go to the South of France like Nice where the people are nice and theres so much more to see and do.
