Your best bet would be Morocco which has an average of around 20 degrees temperature wise, which I know isnt that high but for December in the Northern Hemisphere you're going to struggle to find much better than that. And you can get some budget flights there as well. But dont expect to have a holiday there in December and not experience some rainfall. A 2nd best in terms of temperature would probably be Athens but you'd find that would be much wetter than Morocco. Good luck!

The Canaries or Cyprus. You won't find anywhere near the UK that is sunny and warm in December though.
