as long as you are staying around Paris, you don't need a car. Parking, crazy drivers, traffic jams, and unfamiliar roads are just a few reasons why you should opt for public transportation. As long as they are not on strike, the Metro will get you anywhere you want to go cheaply and efficiently.
I live in France and when I visit Paris, I ALWAYS park my car at a train station on the outskirts of the city and use public transportation. The cost of parking in Paris alone will cover your metro day pass.

I think MEW is right: driving in Paris can be a nightmare! On the other hand, when you enjoy driving it can be real fun, because it is a real challenge to drive around! I love it! ;)
Cheapest rent-a-car I know (for most European countries) is sixti. Just follow the link: when you book online well in advance it should be no problem to find a cheap rent-a-car there. They have several stations in Paris (Airport, city cente and in the business district La Défense)
Concerning a small car: at sixti you can rent a "smart" (only two persons, but very convenient when you look for a parking space in paris!) or Renault Modus (5pax) for just 5 € a day!
Every rent-a-car in Europe is a Diesel - and obviously not everything is expensive in France... ;) Why not taking a car at the airport? When you bring it back there it's absolutely no problem. When you don't plan to bring it back to the same station you must choose another company (like sixti's mother company sixt - see the e-sixt link), as sixti unfortunately doesn't allow one-ways.
Nevertheless I really recommend them (even if I don't want to sound like a commercial...): they have a great service, the cars are clean and the staff is very friendly and above all very helpful! Often they have not the car you booked, but then you get upgraded for free, which happened to me three out of six times I went there! I booked a smart and got a Renault Clio and once even a Peugeot 407. Really cool!

WEll.. a small car is the only thing you can rent in Europe(for the most part).. I forgot the name of the company that I rented from but it WAS NOT an American company because they were a little higher than the French company.. Keep that in mind when you rent and you will not go wrong.. AND.. If you can.. go away fromo the airport in DeGAulle or Orly and rent when in the downtown area.. I got mine on the Champs Elysee but do not remember the address |

I would go with one of the major outlets such as Hertz or Avis. You can also try Europcar and Sixt. I would pick it up from the airport. Hope you aren't planning to drive IN Paris...public transportation is way too good to waste your time with renting a car in the winter! |

There's no such thing as a cheap anything in France. It's best just to rent at the airport. Just a little tip: Diesel fuel is actually cheaper than gas in France, so you may want to consider getting a diesel fueled car. |
