Although the Tour D'argent lost a star last years its still one of the most famous restaurants in the world. Its hideously expensive although it has a stunning view of Notre Dame and the food is classic French Haute cuisine.

Another choice is Le Train Bleu on Place Louis Armand in the 12th arr. Its a really gorgeous restoration of a turn of century dining room at the Gare de Lyon. Check out the decor at their website: http://www.le-train-bleu.com/trainbleu/page1.html

Le Cinq at the Hotel George V is a three star Michelin restaurant with all the elegance you could every want (and prices to match). Check out theri website here: http://www.fourseasons.com/paris/dining.html

If you are doing it in paris why not on top of the Eiffel tower? The Jules Verne restaurant on top of the eiffel tower might be a cliche but it is obe of the most romantic places on earth!

You can't go to Paris and NOT propose at the Eiffel Tower! Your girlfriend would be sooooooooooooooooooooooooo excited and awestruck if you did that!

Do it in the Eiffel Tower restaurant. It's super romantic, but expensive. Be sure to make reservations early.

Take her to have dinner, then walk along the Seine and when you cross the Pont-des-Arts, right looking at the Eiffel Tower, that's the moment

I'd say Jules Verne in the Eiffel Tower or Foquets on Champs Elysees. For me, I'd want Maison Blanche, but that's my personal tastes.

Personally, I'd consider it more fun and special to stop into a little bakery, get some pastries, and then have the question asked in front of the door (on the sidewalk) on the way out.

Or, if you are staying in a nice hotel in Paris, tell them your plans and ask them to get the room ready for you. A bottle of bubbly, rose petals on the bed, etc.

You could also do it under the Arc de Triomphe. It's so hectic and crazy that it would be a surreal moment for the two of you.

Or, there is a beautiful fountain in the Jardin Tulieries. That could be fabulous.

I am very in love with the Cafe Marly because located in the the middle of the Louvres opposite the Pei glass pyramid, it is a lovely place at night, you can dine outaside under the arches

another favourite is les Ambassadeurs it is a 2 stars very grand ballroom transformed in a restaurant view on the Place de la Concorde
both places carry a lot of history and you can take a walk in the cour Carree of the Louvres which is so beautiful at night or go on the Pont St andre des Arts (Pedestrian bridge over the Seine) etc

As a former resident of Paris, I'd say you have two options. 1, to go big and propose to her at Jules Verne (the restaurant at the top of the Eiffel Tower). Or 2, to make it cute and romantic at a bakery outside of Paris, say in Nue (where I used to live). You could follow the cliche slip-the-ring-in-the-dessert, or make it personal. Your choice!
