I suggest you hotel Ascot Opera -rue Monsigny no.2. It's a small one, but in a safe area and very well located, just few minutes walking to the main beauties of Paris. As for a metro station, just 2 minutes walking, at the end of the street is the "4th. September" station.

There are many nice areas of Paris with reasonable hotels,but it really depends on which area of Paris you want to stay in and then you find a reasonably priced hotel accordingly.
I will provide you with a few links that will hopefully help you. Too, from personal experience, the 5th and 6th districts are good areas for 1st time tourists and those who like plenty of choices for food and sites.

it depends, i know a great hotel, one metro station out side of paris,
which means 4 min from champs elysées (by metro) near commerce and in front of the bus and metro station, french syle hotel, situated in neuilly sur seine, with is a very expensive area,
but the hotel is realy not expensive, i don't know the rates but in peak season it was 60 euro so in january, it must be lower
