As a foreigner, maybe I would choose Toulouse so I'm closer to mountains and sea, and as I have never lived in Lyon or Toulouse I have no more points to choose. paris!! i stayed there for a while late last year when i took a short course. it is expensive but its worth it. its paris =)
you just have to be patient in looking for an apartment. maybe share with someone? or maybe if you know a friend who lives in paris, that would be great.

Sure Paris is great, but it's very expensive. Lyon is good too, my brother had been living in Lyon for one year and really liked it. But I do prefer Paris!!! (I'm french so I know what I'm talking about!)
