Historically, the major opponent of France has been England with whom France was at war, on and off, from the beginning of the 15th century thru most of the 19th century.

However, that changed with the rise of Prussia and France's defeat in the Franco-Prussian War (19 July 1870-10 May 1871). The unification of Germany (under Prussian leadership) presented France with a powerful continental neighbor for the first time in over two centuries and drove France into alliance with their former foes in Great Britain. Two World Wars followed.

Ironically, in the post World War II era, France has drawn closer to Germany and distanced itself somewhat from its allies in the two world wars, Great Britain and the United States.

Of course, France continues to be allied to both the UK and the USA in NATO and the UK is a fellow member of the EU.

While there is a certain note of facile and immature anti-American and anti-British feeling in some quarters of the French political scene the present administration of President Sarkozy seems determined to improve relations. Indeed, my opinion is that in the last few months he has done brilliantly in achieving this goal.

Rillifan account is basically right -- to complete a bit there are a few frictions to be aware between France and other smaller country in the EU as it as been perceived to try to bully things and ignoring them in EU diplomacy. Also historical vocal support of Palestine interest at all levels, combined with less than stellar record on antisemitism means some frictions with Israel. In terms of former colonies the relationships are still very intense and ambiguous as some closeness has been maintained even when colonial ties are supposed to be broken especially in Africa. The relationships with Asia and South America are mostly superficial and non polarized in comparison.

France's best relation with a country, is probably Lebanon: a former either protectorate or colony. Can't remember which.

Up until WW II, the U.S. and France were on very good terms. But then and since, relations as a whole have become rather soured.

They, the French, sort of turn up their noses at us now. And I don't know if their relations with any other countries are worse than with ours, but I tend to doubt it.
