Well, now it's very rainy but hotter than usual.
In March it is still usually rainy and temperature are about 14° C.

Best period is May-September

It's chilly and rainy, but not all that bad. Actually a pretty good time to visit, as the city will not be overrun with tourists. It rains all the time in Paris (September through May), so make sure you've got a good umbrella. Otherwise, take a scarf and a medium warm jacket and you'll be fine. Enjoy the world's most beautiful city, and check out Chez Janou for the finest Cuisine de Provence in Paris.
