There's a law in Paris which prevents builders from building skyscrapers. The most famous exception to this is the Montparnasse Tower, which offers the most wonderful sight of Paris (because you don't get to see the ugly Montparnasse tower from it).
There are several buildings in La Défense though, the business district in the near suburbs of Paris.
And as for most buildings have 6 floors? They've been built during the same period, and Paris architect (the Baron Haussman) loved harmony. He totally destroyed the medieval Paris for this. You can learn more about him.

The answer is pretty simple. Most of them were built before elevators and people really don't want to climb up more than 6 floors carrying bags full of groceries. My experience indicates that even living on the 3rd floor without an elevator is a pain, especially when you're moving furniture or when you're trying to get home with small, tired children.

The buildings that you are refering to were designed by Haussmann during the Second Empire under Napoleon III. Napoleon III wished to create a grand capital with wide boulevards. These buildings, which all look very similar, were built during this time period. During this time, much of medieval Paris was destroyed (which is why, for example you have the Tour St. Jacques...it used to be an entire church but they plowed a boulevard where the church was and left only the church tower!)

In these six story buildings, the grander apartments with balconies are on the first floor or two and servant corridors, which are today often student apartments or extra rooms belonging to people on the lower floors.
