There are hundreds of strobe lights attached. Most of the time, only the regular lights are on, but for several minutes each hour they turn the strobe lights on. It's pretty impressive. It's been this way for several years.

There are thousands of bulbs fixed on them. When you connect electricity to a bulb it glows. The glow makes it sparkle.

I think it's left over from the millenium celebrations when we had a big countdown clock stuck to it (which didn't work incidentally) - it sparkles every hour and is truly a wonderful sight
