Last year France told Algeria where to find landmines it laid there 50 years ago: http://www.reuters.com/article/latestCrisis/idUSCHI040631
I understand France has made a commitment to fight against the use of anti-personnel mines in the world - think that was in Ottawa in 2001, is that what you're referring to?
Other than that I don't understand your question.

What landmines? Landmines dating to WWII are still being found. There are still casualties from WWI because of weapons being dug up. That's the trouble with lost weapons. They can kill for many decades after the confict is over.

The old landmines from WWII are still showing up sometimes. They are very difficult to find and have drifted from their original locations often especially on the northern beaches. The current stock of modern landmines are stored in bunkers through France in case they are needed.
