I know several English people who moved to France. They take paint back with them because ours is better and cheaper. I don't know why this should be so.

well for a start paint materials , like solvents and acrylics are still made in this country so thers little or no export costs! theres a massiv ICI paint factory near my house!

I think you are wrong. And what kind of paint are you talking about ? household DIY paint or artist paint ?
For the former, there are some chain stores such as Brico Depot, Logimarché or Castorama selling reasonable price paint with a wide variety of choice in colours and quality.
As for artist paint , whether it is oil medium , acrylic or gouache, you can easily find them in any hypermarché or supermarché, or you can buy it in some household stores such as Macdan or Foiefeuille which also sell cheap canvas and painting materials. For professional artist, there are always artist shop with quality artist materials at a reasonable prices. In UK all the stuff in an artist shop are skyrocket, if you can't afford them, the Works is your only choice. Almost everybody can paint in France, and there are many associations to help struggling artist with painting materials thus there is no need to sell them at high price.

If you are trying to buy English paint abroad.... it is always more expensive. I would think that the price would be l e s s if there were m o r e people buying the paint!??
I am an English Graduate Fine Art painter and very pleased that I am!
England is a great place for Art!
