It is full of history and some of the best museums on earth.

dunno if that makes sense, but for MONEY : schools are free, and colleges are not expensive (most of them are about 150-250 € / year).

I moved to France 5 years ago, the culture, the openly friendly people, almost zero crime rate, in my area at least, the freedom of the roads and its generally cheaper to live here than the UK.
