Will a blow drier that is 125/250VAC 60Hz 1875W work in Europe without a converter?
Yes, it will work. There's very little difference between 240VAC and 250VAC. Some European countries say they are 240, others say 250. It doesn't really make a difference.
In Europe, the frequency is 50Hz, unlike 60Hz in the U.S. This means that the fan will turn a little slower in Europe than the U.S. This would only make a difference if you have it on highest heat and you run it long enough to overheat. If you have it on medium or low, there should be no problem.
So it should work, but you'll need a cheap adapter to get it to fit into European wall sockets since the prongs are different shapes. You can get these at Radio Shack or most likely Target or Walmart, etc.

The only way it will work is if you have the converter...or you are staying in a hotel that offers electrical outlets that have the converter built in. Check with the hotel you are staying with..

No. European standard is 120/240VAC and 50 Hz. You'll need a converter. The plugs are different in most countries, anyway.
