Depends what you're eating, and which part of Germany you're in. If you're outside the Western zone, or are outside the central districts of a city, it is a bit cheaper. It also depends if you're getting it at a restaurant, fast food, or buying it. Eating at restaurants is very expensive, a drink and cake at a cafe cost 6 Euros alone in major German cities. I doubt 20 Euros would be enough for lunch and dinner at a restaurant, unless it's a small family-owned or cheap one, which are quite rare now. Fast food would cost about 15 Euros a day, depending on what you're getting. The cheapest option is to go to Aldi or Lidl, which are in a lot of places, and buying precooked or easily preparable meals. That would cost about 10 Euros or less a day.

If you cook yourself, perhaps 5 to 10 Euro may be enough. But if you like to dine out, 30 Euro is not much.

For yourself, you can eat pretty good with 20 euros.

If you eat a hearty germany lunch, you probably will skip dinner. Restaurants always have specials prices at lunch time to attract the working people on their lunch break. You have the stadtmarkts in the city where you can get all kinds of different foods at pretty good prices. If you eat a good lunch, you should not be hungry at dinner time. You could go get yourself a large cappuccino and a one or two of those good german pastries for the evening and still have money left over.

Many of the pensions and hotels have breakfast included with all you can eat. It may not be your standard american breakfast unless you stay at a marriot hotel. You may not be hungry at all after breakfast. Germans, europeans and people sometimes sneak a sandwich out after having their breakfast although many places discourage it.
