Shops are open on Dec 24th until 2 pm, and completely closed on Dec 25th and Dec 26th.
A few restaurants and hotels are open on Dec 25th and Dec 26th.

No, here in Germany we call Dec 25 and Dec 26 the 1st and second day of Christmas, so everything is closed except for the shops at the airports and major train stations. You can buy a limited number of items at gas stations and some bakeries may be open for two or three hours, but that`s about it.
