Are stores open in Cologne on Thursday, December 25th?
No, nothing but gas stations or stores in train stations or airports will be open on the 25th and the 26th. On Christmas Eve day, the 24th, the stores usually close at noon or, at the latest, at 4 in the afternoon.

Rather not. Stores are closed on Dec25th and Dec26th all around Germany, and on 24th, they usually close at noon.

basically everything and especially stores will be closed in Germany on 25th and 26th of December.
The only place you might find open stores in Cologne is the airport.
