They have a pension house called "Zum Papenfurz" and they are specialized on this. They also offer a big library room so wheelchair drivers can also answer on YA if it raining outside and they are also allowed to put links referring to this library room. However I am interest what law Alwin is referring to so I am not aware of this. I know that they have in UK but not in Germany

I agree with David. Although we have laws in Germany that require hotels to offer "barrier free" access for persons bound to wheelchairs, and they do their best to fulfill those requirements, it isn't always possible. Like, you can't just simply take out a stairway from a historical building to integrate an elevator. So it's always a wise idea to call the hotel and ask first.

edit:
I'm taking "Papenburg" as a synonym for "small town in Germany", not as a real city, and am trying to answer seriously.
Rick, I am referring to the concept of Barrierefreiheit. If you don't mind reading German Legalese (and can understand it), the German Wikipedia offers a good starter:

I said "law" to simplify it; in fact, there are a number of regulations and DIN/ISO standards in effect, and every federal state has its own law and executive orders about it, with tons of regulations and just about as many exceptions to the rule.
