I'm German and I have not been to Kaiserslautern yet, but that sounds like a resonable number to me:

That's Kaiserlautern taxi central. Whenever in doubt or trouble, just call a taxi central, or 112 (european-wide emergency call, you'll be connected to the nearest dispatcher); your call will be recorded.

I also live in a touristy area in a small Bavarian town, and it's sometimes difficult to find out when there are busses going. I know how you suffer, because the first year when I came here, I had no car, and I currently don't have one either. Hence it is vital you know the taxi numbers, or can call friends who'll pick you up if you're not too far away.

If you know the name of the bus route, however, you can mail them or call them. Although they might not provide an online information system, they'll answer calls and e-mails promptly and reliably. You'll get mad trying to find out German local bus routes just by the schedules at the bus stations, because they're not 24/365, but only on schooldays, weekdays, except sundays (except catholic holidays), school vacation, midsummers eve, and on the driver's 25th marriage anniversary.

Send the company an e-mail for a specific date and tell them where you want to go from and where back. And threaten them you'll reimburse them by the penny if their information is incorrect.

i googled it and theres an English website where you can do some research for the busses n stuff (i hope its the right one, otherwise google bus kaiserslautern and look if theres an english version)

A good place to ask about the bus schedules/routes (and catch one, too) would be in the main Bahnhof downtown...lots of taxis and buses there, given it's a decent size city.

I sure do miss K-Town...was stationed there myself. :)
