It depends - unlike in the US the place of your birth is not really important in Germany. Are your parents German?

are your parents german, or a least one of them....yes, in that case you can stay or go to live elsewhere, come back when ever you feel like ! no problems. after all it's your country ! but if you haven't got german citizen ship i suggest you get into contact with the authorities to check out the details. best of luck and all the best !

A german birth certificate does not mean you have German citizenship.

Any child born in Germany gets a German birth certificate, but it does not always get citizenship.

A child born in Germany gets German citizenship

1. when one of the parents is German

or

2. when one of the parents has been in Germany legally for at least 8 years and the child was born after 1999. If you are one of those children you need to contact the German authorities and talk to a lawyer, because you need to formally declare your citizenship before you turn 23.

You can also get a residency permit (stay permit) if you have been living in Germany for longer than 8 years while you were a child,have attended German school for at least 6 years, are under 21 and you have not been away from Germany for longer than 5 years.
