You have to apply for an international driver's permit. The rules in Germany are much different then the US. It is an international permit because other then a few countries (U.S., Britain, Japan) the rules of the road are universal. Once you get used to them they are easy but you'll have to memorize 151 signs, right of way is completely different, and of courscourse there is the Autobahn.
Check with the State Department online to see the rules and regulations for obtaining your permit.

If you are in the military and get stationed in Germany, you can use your US license. Other than that, you need an international license or the German one, which is pretty expensive.
