It's quite exactly as I thought: The German Pay TV channel "Premiere Sport" has the rights to this, so you need someone who can receive Premiere Sport (which doesn't necessarily mean he pays for it, but that would be a different topic. Might be included in his rental contract.)

You can watch NBA on Premiere Sport, and also on NASN. Both are subscription TV channels.
