From the airport of Dusseldorf (not far away from Cologne) Air France is offering many flights to Paris every day. Look for online specials.
From Cologne, some low-cost carriers like Germanwings or Air Berlin fly to Paris. A good website is www.megaflieger.de - but its only in German.
There is also a fast-train connection from Cologne to Paris. The train is called "Thalys". See: www.thalys.com

why??? It's so much easier to take a train . . my guess is, the flights will be Cologne to Frankfurt and then on to Paris, so you will probably have to connect . . you could ; . . take a train to Brussels and hop on the Thalys, it's quick and convienient . . good luck!!

The city of Cologne cannot fly to Paris on any airline that I know of.
