All branches of the armed forces have rules governing when you must (and when you must NOT) wear your uniform. They also have rules covering when you MAY wear your uniform. Can't speak for the Army, but in the Air Force you are not required to wear your uniform in a foreign country if you are not on duty unless you're in a forward location/combat zone like Iraq or Afghanistan. In fact, you are prohibited from wearing your uniform for anything that may involve political activity, and you're only allowed to wear the BDU/ABU off-base for short stops, like getting a few things from the grocery store or picking up a pizza (READ: You can't wear the BDU/ABU when doing a big shopping trip or going to a sit-down restaurant). If you have any questions about when the uniform should or should not be worn, best bet is to talk to your immediate supervisor or your First Sergeant.

The Germans don't require you to wear a uniform. I would speak to my CO (or American equivalent) if the American Army requires me to wear one though.
