If you are not EU or American you will need what is called a Transit Visa. They are easy to obtain though, just go to you're nearest German Embassy. |

If it is just a stop over for a connection, then usually no.
You can double check with your ticket agent to see if you need a transit visa.
If you want to explore the country then yes, you need a visa. |
