Do you know a web site with cheap flights to Germany/Europe?

Take a look at so called aggregator sites i.e. www.kayak.com. These sites are also searching discount airline sites i.e. www.expedia.com.
There are also German and European charter airlines leaving from certain airports in the US, which offer even lower prices.

It's Me!
What I do is: research fares on sites like expedia, orbitz, hotwire and then bid with priceline. Last year in late August I paid $ 278 inclusive, for roundtrip to Frankfurt from NYC.

There are no cheap flights. But do a web search for 'flüge billig buchen' (booking cheap flights), and check out some German sites. I found some really good fares that way.

Try mcflight.de

www.travelocity.com, orbitz.com it really depends on what time of the year you are trying to go. usually summer months are most expensive. i usually fly to germany in september for under thousand dollars roundtrip.

Velken
Nope, but once you get here, www.ryanair.com is the cheapest way I've found to country hop.

sign up for usair esavers (visit usair.com). They post last minute and early booking travel at discounts. I have seen trips to Germany/Europe for $200. You are limited in your travel dates though, usually in the off season.

Kemmy
Try www.easyjet.com
