Cologne is expensive. If you really want to save money, try a youth hostel (they have 2 and 4 person rooms). There are some private homes that rent rooms, too.

I haven't been at the one in Cologne yet, but I stayed at Meininger's in Berlin and in Munich. I can highly recommend this chain. A double-room is 58 EUR per night for two people and it is very close to the city center.
