Improving the educational system so that the kids can score better in PISA.
Getting integration going. All foreigners should do language courses and speak German at a basic level.
Forgot to mention - encouraging people to open up small businesses at home. In South Africa many people run their own businesses and it works well.

Certainly improve the school system. I for example attend a grammar school, going to graduate with something like a-levels, but if i should fail the examinations, I won't have any insurance graduation. Germany should make it possible for pupils to graduate in class 10 with the so-called "Realabschluss" and then head for the "Abitur", which is similar to the a-levels.
Another thing is to survive the financial crisis. That's not only for Germany though, but for every other country as well.
What else is there to say... after all, Germany's goals depend on a lot of things, and we need to differ - What do the inhabitants want? What do politicians want? What do the rich/poor people want?
It all depends on the majority of people, who will decide which political party will be voted this year in the "Bundestagswahlen" and which will try to achieve the aims they think are right.
It's really complicated, as you can't make a general decision without leaving out a certain amount of people. If we say Germany should lower the taxes that'd be fine for the population - but it would get the country more in debt. So should we lower the taxes or shouldn't we?
Same with jobless people. We can't just invent some factories to give those people work - they will have to think about it on their own. Either they take some shitty job noone wants to do, or they leave Germany and go for work there, or they stay and live from social benefits. Well, as I said, it's difficult.
I'm sorry I can't get you a list of goals here, but you see that there are a lot of difficult issues going on here, and we don't know yet what desicions will be more or less significant for the future.

To all above me:
It is not possible anymore to give everyone a job. Technology is overtaking us and companies want to save money. So it is one of the most important goals to ensure everyone's life standard. There is already a theory: Bedingungsloses Grundeinkommen. This includes one tax only, which will be a consumer's tax, about 50%. As there are a lot of taxes on the products now (not only Merhwertsteuer) which will be all replaced by one tax, prices will not really differ from today. The other is the payment of about 800 Euro to everyone in the country, child, senior, middle aged people. This will be financed by the tax.
We HAVE to think above "Who is not working should not eat". We must accept a possibility of freedom unknown. Imagine, having a regular income without having to work. What possibilities would be in there! You could become an artist, painter, author, anything without having to worry about the next day. The people who are already in a job they like could continue and would become money from the company on top of the 800 Euro income by the government. As that money from the companies would be 800 less than today (as that share is paid by the government), it would be a lot less expensive for companies to emply people, alos because they wouldn't have to pay the taxes they pay today.
It is really difficult to explain like this... Perhaps you can inform yourself?

This is an idea that would really show the future. We have to lose the idea of complete employment. That is a thing of the past, when the economy wonders took place and most women didn't work.
