Wheely
you will find all thus shops in the main shopping area of a city

Leafdrop
There are many shops in the city centers, I don't know if these are in Berlin and Stuttgart because i'm from Munich but some of them are for example Xanaka, Orsay, H&M, Pimkie, New Yorker. But there are more shops than only these, just go wherever you see young people whose style match yours, from my experience in other country's this is the best way...

It is best to have a look at window displays as you go along. H&M's are everywhere just about. If you want to buy traditional clothing, I would suggest going to Charity Stores, as they are half the price there (and hardly worn)

Nicole

I can recommend Orsay, Pimkie and New Yorker. These are chains which can be found in almost every bigger city and the clothes are perfectly affordable.
Brands like Esprit and S.Oliver have their own shops and they also offer shirts that aren't too expensive.

An alternative could be C&A but you won't find a whole lot for young people. You can be lucky, though, so give it a try.

Thomas t
And of course you will find H&M stores at every corner
