"Spracharbeit" doesn't necessarily mean linguistics, but "Institut" sounds very much like a university department, so I'd say he's the deputy chief of some university institute and chief of logopedics (which is the second meaning of "Spracharbeit"). He might also be the deputy chief in a psychiatrist clinic for children with speech / articulation problems. Without knowing the institute he works for, you can't tell. |

Stellvertreter is a substitute for the boss, the second in command
Institutesleiter is the boss of an institute
und - and
Leiter der Spracharbeit means leader/boss of the language department (spracharbeit can't be translated directly, since it means language-work. I am guessing that it is a department)
Putting it together:
Second in command for the boss of an institute and boss (first in command) for the language department
Hope I helped! |

Stellvertreter means Assistant Manager.
He is most likely working in either a University or Institution for Education that has to do with Languages He leads some linguistic department ,native or foreign ,I don't know.
Obviously it's some kind of "big dog" fom the upper 1000. |
