If you are already in Europe, I find that Ryan Air is the best way to go. They have specials with 1 cent tickets (granted with teaxes, they come up to about 30 dollars) Germany is great because there is magic in every little small village. Perhaps taking a guided tour would work best for you. They show you points of interest, schedule the transportation whether it be air, land or water. They make your hotel reservations, often include meals in the over all price, and many also include the visa you'll need.
One that is very reputable is Grande Circle Tours. Check them out at www.gct.com.
