No, seriously, weed is just as illegal in Germany as it is in the States.
The place you are thinking of is Amsterdam in Netherlands. It's a day trip away from the northern part of Germany, so you can tell you friend to meet you there ;-)

Edit: We are in the same boat then, I don't like to smoke either. It just sounds funny, if someone asks something like this for a friend, you know? ;-) Sometimes I mock people, don't take it too seriously. Did I answer your question though?
