It only exists for calls in Germany, no calls out of Germany. But you could call and ask to get called back. Use these Call-bycall numbers: 01077 or 01074 they're roughly 0.01€ a minute

I'm afraid that's as good as impossible. The concept of calling collect is unknown in Europe, as you can't even get an operator on the line. The only way to get someone from North America to call you in Germany is to communicate this to the person in question either via phone call or other means (email/ fax/ mobile phone), and just wait to be called. Sorry about that.
