To qualify as for a German work permit, the basic requirements for the employee and the German company are as follows:
1. The potential employee has to be employed on equal terms as a German employee.
2. German or other European nationals are not available to fill the position.
3. Usually the employee must have a university degree or comparable qualification. For some positions there are special requirements.
4. The German company must be registered at the Labor Authorities in Germany and apply for a Corporate Registration Number.

I don't think your qualifications are enough. Germany is looking for computer specialists, civil engineers or holders of PhD's. I think the UK would be a better option. But you can still try. Ask at the German embassy in the Phillipines about the "green card". Be warned that they might not be very helpful.

well,Sandy B. sounds racist...actually,i suggest u better apply to the USA or UK.Germany's economy is unfortunately "not good" at the moment..there is more than 4 million jobless here and unfortunately "some" germans are very envy of the professional foreigners!
