I would check out a youth hostel first and then after being there search for a flat to share this is usually a better way to go so that you can meet the person you will be sharing the flat with. Youth Hostel are very inexpensive.

Search for "WG" plus name of the city or "zwischenmiete" plus name of the city. "WG" is short for a shared flat, zwischenmiete means short-term rental.

If you find an email, contact them with the following text:

Hallo,

(your name)

Hope this helps!

If you have the possibility to get a regional daily post from the german city, where you're looking for a flat, it would be the best way!

Greetings from Wilhelmshaven

You could try a youth hostel or bed and breakfast.
If you are a student, you can check back with your university, there are usually offers for affordable accomodation.

Single flats are very expensive to rent in Germany, i.e. in cities that have universities.
