How can i travel by cargo ship to germany in august 2007. i can't afford to fly. who could i contact?

Most cargo ships used to take passengers. As larger companies emerged in the 90's they are doing everything possible to trim costs.
One was to cut down on the crew. Most large cargo ships run with crews of around 6-8 people.
Another was to do anything to get insurance lower. Now days it is really hard to find a ship willing to take on passengers who do not work for the shipping company. The liablity risk of law suits due to injury or loss from passengers cost more money in insurance. No passangers allowed and you save that cost.
I know some folks who are traveling around the world on motorcycles. Multiple times they have had to load their bikes on cargo ships. That was easy, but they were not allowed to travel on the ship due to insurance. You could try to contact an insurance agent to see about insurace while you are on a ship and then ask some shipping companies if they would allow you to travel aboard if you provided insurance to cover you and your actions.

I don't think that's a very good idea. It would take about 3 weeks just to get to Germany by ship from the US.
