Since you're a Phillipino citizen--......If you will be visiting for less than 60 days your visa will require 2 to 10 workings to process on average. If you will be staying longer if will require more time to process- as in several months. It's best to get your application in as early as possible.

Depends on where you're from and why you travel to Germany. If you're US citizens, you don't need a visa for a private visit of up to 90 days, your passports will be enough.

The German Foreign Office explains visa procedures in great detail at http://www.auswaertiges-amt.de/diplo/en/WillkommeninD/EinreiseUndAufenthalt/Visabestimmungen.html .
Just one short note in case you wonder why they are talking about "Schengen visa" and not "German visa": Germany signed the pan-European Schengen treaty, which basically means that a) there are no border controls between the countries in the Schengen area and b) a Schengen visa good for Germany is good for any other country in the Schengen area.

For more info contact your local German embassy or consulate. They'll know best and are responsible for issuing your visa anyway.
