A taxi will charge you a basic fee when called by phone, currently that's something like 3.90 euros. On from then, you will be charged by kilometer, which currently is something like 67 euro-cents. For a distance of 20 km, you'll usually pay something like 25 euros (plus the basic fee). That's actually not much money. Think that you can buy the same things in Germany for 25 euros as you can buy in the States for 25 dollars. And "Driving under the influence" in Germany can be much, much more expensive, and your license can be withdrawn for life. So it's much more reasonable to take a taxi.
