This is directly from the U.S. Customs & Border Protection site.

"Visitors who are at least 21 years of age may bring the following into the USA: 200 cigarettes or 50 cigars or 2 kilograms (4.4 lbs.) of tobacco; 1 liter of alcohol; gifts to the value of $100. "

You can bring more, but you would have to decrare it.

(When you are a citicen or resident they usually let you have 2 or 3 litre bottles in your carry on without having to declare it)

Goods Obtained Within The European Community - There is a limit on the amount of goods you can buy from a duty-free or tax-free shop. Such goods are bought free of any purchase tax. The limits are:

90 litres of wine of which 60 litres can be sparkling

PLUS

10 litre of spirits, or strong liqueurs over 22% volume; or
20 litres of fortified wine,such as port or sherry or other liqueurs.

If you get caught bringing in are more you may be taxed on it when you enter the country.

Having just done this twice over the last two summers the answer is simple - 3 bottles per person can be brought into the States from Europe without concerning yourself about duty.

A typical bottle of wine purchased in Germany is 0.7 liters, FYI. So, although two bottles equals 1.4 liters, customs usually doesn’t care about two bottles.
