That's too difficult. It's like searching for a needle in hay. Do you have other information, his background. Are you interested in traveling to research. With enough money you could employ a private investigator to do that.

If the person is some high profile honcho you could try searching his whereabouts on web. Whatever you ask is not impossible, it's only a matter of how much time and money can you spare.

Full name and at least the town ?
Of course it is someone from Berlin with the name Mueller, then things get very difficult.

If you have the full name and the town you could have a look at the telephone book.

With a phone number, you can try a reverse search at telefonbuch.de, but there's no promise it will work (there's no obligation to have your number registered with them), and it won't work for most mobile numbers anyway. If you have a complete name and know the city where the person lives, you can inquire at their local "Standesamt" or "Gemeindeverwaltung", but privacy laws require that you make plausible that you have a plausible interest in obtaining the information, like in finding a long lost relative. They will check then and call you back. If it's about a law case, find a lawyer near you who has contacts to German lawyers; they can find out, but it won't come cheap.
