Please give me more details; Ulm itself is in Bavaria, but part of Neu-Ulm is in Baden-Württemberg. It belongs to two federal states, which makes Ulm some sort of strange town. I've been there twice, once at the army barracks, and once at the "Amtsgericht", the local court, where I had to appear as a wittness. I found Ulm difficult to reach, as it's a long way by train or on the autobahn to get there, but it's a nice little town.

In addition, here is a Germany travel guide to give you some ideas on what to do. It is not necessarily focusing around Ulm area, but gives you a better flavor of cultural aspects that you can expect:

No idea. Ulm is famous for being the birthplace of Albert Einstein. There is a cathedral there too. Never been, don't intend to go. Nearby Romantische Strasse and Alpine regions are nicer.
