Quite complicated question.
First of all being born in Germany doesn't mean anything, if you are German citizen (since your mother, or father, or both are ) you can apply for college in Germany, but the american diplomas will not be recognized, that means you will have to pass tests and exams before attending college in Germany.

No, you normally cannot. The rules for getting a highschool diploma aren't strict enough to compare it with the German Abitur. But certain rules apply if the SAT or ACT and AP scores are very high and or the courses you took in highschool were equally demanding as sitting for the Abitur.

Zeugnisbewertung und High School Diploma HSD - there you see the exact scores you need for direct admission into German university.
For example you'll be admitted without further delay into German university if you got 1300 points in both Math and Critical Reading on the SAT. If you got 1150 points on the SAT you'll be admitted only if you took certain subjects.

If your SAT/ACT/AP scores are not enough for direct admission into German university you have to attend a Studienkolleg. This will be similar to getting a general education degree from a college in the USA. (You can change the link to English by clicking on English in the upper left-hand corner if your German is not up to it.)

Questions of nationality and citizenship aside, if you hold a high school diploma only, it is not possible to attend a university in Germany. (the difference between a US American College and a US American University escapes me right now, but in Germany, they are all Universities or Universities of applied sciences)
Anyway... One needs to have 2 years of College/University education from a US school, and pass a language test in order to be able to apply.
Other requirements, I guess, are the schools individual concern. |
