I was in Berlin the night before the Berlin Wall came down
and found a wallet (bill folder) on top of the wall with a lot of money in it in East German and West German money. I still have it. What should I do with the bill folder? Who the hell do I give it to now? Additional Details nemeczek
I wish I was there when the Wall came down. It must have been the best party they've had for over 40 years.
Take the wallet to the DDR museum at the Lustgarten. They'll be interested in the Ostmarks money. Not much you can do about the Deutschmarks now though. You may find that the Bundesbank will change them if you're lucky (http://www.bundesbank.de/index.en.php).
As for the wallet, you could take to a police station and see if anyone's reported it missing. They may let you keep it - officially and legally. Then your concience will be clear.
You won't be the only one to get lost in Berlin. Happens to me all the time. It's a great way to find out about the place and meet people. Berliners are very friendly and helpful when they've finished laughing at lost Englishmen (yes, that is the German sense of humour).

You do not say if it has identification in it.....I guess that would be too easy. However, it seems that this is weighing on your conscience. It would on mine too. So, I would contact the nearest American embassy. Tell them what happened and ask what you can do to get the money back to the rightful owner. If they have no suggestions, you could also contact the German government or the German police. Strange things happen. If the person who lost it has reported it, twenty years have gone by and they have probably moved on. However, it would be pretty cool if you could connect the money with the person, or at least try. There are three places to start. Good luck in your efforts.
