Every city has a different city code. Ex. Frankfurt am Main is 069. If you call from the US you have to skip the 0, it would be 01149 69.
Here is an Internet link about the city codes. It is a German website and the word in German is "Vorwahlverzeichnis". Just click on it.

After you find the city codes, here is a cheap way to call Germany: dial 1010987 01149 and then the city code without the first 0 (for instance, 069 you would only dial 69) it's 3 cents a minute and it shows up on your regular phonebill. You don't have to register, apply, or do anything, just dial the number. I've been using that number for years and it's great.
