My friend is an Army medic and lives in Wiesbaden right now and was trying to get a slot in Heidelberg but they sent him to Landstuhl instead. They're going to start closing the Heidelberg/Mannheim posts in 2010, although the final closing date may be a couple of years after that. If you're really interested in being stationed in Germany you'll have a better shot at Landstuhl. That's the largest Army hospital in Germany and won't be closing anytime soon. I'm not saying Heidelberg will be impossible...just more difficult since they're going to start downsizing soon.
As for whether or not you'll be guaranteed it, that's something for you to work out when you re-enlist.
