If you want a doctor's degree at a university, it may take 7 years or even more; but you don't need it, as a university diploma or an M.A. ist (almost) as fine, which will only take 5 years on average. You don't automatically have a B.A.'s degree here after 4 semesters; it's what we call a Vordiplom (pre-diploma), but it's not worth much.
(As to that marriage thing, it was the proposal of only ONE - female - politician from Bavaria, who is famous for provoking scandals. Nobody's taking that serious. Or so I hope.)

if you want to do a "doctor's degree" plus you are a crummy learner, maybe: yes. But in average meanings: no.

I have heard that a degree takes longer than in the US and that if you change your mind half way thru, you have to start all over. They don't have the basic classes like we do for almost every degree. I knew a girl there that studied 8 years to get her teaching degree.

one things that was recently talked about in the news was, that a politician suggested marriages should only last 7 years with the option of renewal.....crazy people....
