Köln is the German name for the German CITY which is usually called Cologne in English. When using an English keyboard it is normal to write Köln as Koeln.

I don't think it's a country in Germany. It's a city, and yes it's the same. When translating from German to English, the "o" with umlauts(sp? the two little dots above the letter) is usually written as "oe" to distinguish. It's the same with Ü being translated to ue.
