Sure it is. You can walk in on the "Wiesn" and just have a look around. Just like every "Volksfest" is. There's a lot of them in Germany; the "Oktoberfest" in Munich is the biggest one, but starting mid-July and ending around mid-September, many small towns have their little "Oktoberfests", differently named, but arranged at the same scheme, and mostly referring to some local traditions. The Munich Oktoberfest, of course, beats them all in size and attractions; but in Bavaria, there would be an uproar if someone started charging entry fees for such festivities.
