There are public trashcans AND ashtrays about every 5 steps from each other.If a cop catches you throwing your cigarette on the ground you will pay 20 Euros (at least that's how much it was last time I was there)
Germany is a very clean country and they try to keep it that way.
And yes Germany is okay, very okay.Beautiful country and friendly people

Does it matter? You shouldn't throw your cigarette butts on the ground either way. It's not polite, not to mention the fact that it's littering, and kind of gross.

In some communities, it is illegal and you may be fined by at least 20 euros; in some others, it's tolerated (but not exactly considered nice behavior). -- Someone above said, there were public ashtrays every five minutes or so. Well, maybe in the centers of big cities, but that's rather not the case in smaller towns. A good choice is not to smoke in public at all, but if you can't avoid it, at least don't throw your cigarette in the streets.
